First off, check in A/R for anything suspicious you don't recognize as having installed
yourself. Uninstall, if possible. If unsure, ask first. The restore points are likely
corrupt, since you've got an infection, so disable it to clear out all previous restore
points. Reboot. Then create a new one, so you have something to fall back on. It's
only for temporary, since it contains infected files.
Next, clear out all temp files with CCleaner, if you have it. Then download, install
and update MalwareBytes' anti-malware. It's one of the best, and it's free. Run a
scan:

You'll need to get any further help on a malware support forum. Follow preliminary
cleaning steps on one of these forums. Register and post on their forum for further
help, if needed. Post on only ONE forum.

To help prevent future malware infections, STOP using IE as your main browser.
Switch to a more secure, less malware prone browser as your main browser. IE is extremely
vulnerable to malware infections. Firefox and Opera are recommended alternatives
by security experts. Additionally, consider using a HOSTS file. See the link below
