What are the specs of your computer?  Onboard (on the motherboard) video device?

When screen redraws are slow, it is usually caused by a slow or over loaded system, 
graphics device that is slow and/or has low amounts of memory (or uses system RAM). 
 Can also be the fault of the graphics driver (buggy etc)..




On sufficiently fast systems without a high CPU load and with a good slot mounted graphics card and a higher speed buss, you will see a lot less to none of what I "think", you are talking about.
