It is optimized for VISTA, meaning that it may or may not work well with XP depending 
on other hardware involved (board and CPU brand/model), but make sure you go through 
all of the settings for best performance in XP.  I would suspect that the XP drivers 
haven't had a lot of time spent on them for R and D since this card was targeted 
for Vista.  I would check on ATI's website for a forum there and post your question. 
 Since it involves the hardware, I would start there..

Overall, VISTA does better with the PCI-E slots than XP does IME...  You may also 
want to make sure you have updated motherboard drivers for XP, if they are available. 
 I've seen motherboard and chipset drivers cause the same issues on new hardware 
with an older (and XP is older) operating systems.

Could it have a componant of an opertaing system problem?  Yes definately, but on 
older faster cards on the AGP buss (on my systems), I am not seeing it so you could 
have multiple issues and probably not all the fault of the operating system since 
XP was released when the older AGP buss was standard at the time, not the new PCI-E 
buss and hardware specifications of todays hardware...
