Outlook express is installed with Internet Explorer. Do this.. First uninstall IE7 if you have it, so that you are running IE6. Now, open My Computer and navigate to C:\windows\inf.. Find the IE.INF file. Right click and choose "Install." Reboot the computer and see if Outlook works now. If it does, reinstall IE7. Otherwise post back here for more help.
