I had the same experience. In my case, the ''use drop shadows for icon labels''
was already checked and the "Lock desktop items" was already unchecked but my text
boxes remained blue with white text. In the display properties->desktop->web web
pages listing there was a web page listed that pointed to a mysterious directory
that did not exist (in my case it was ~Local Settings\Temp\msohtml1\18\clip_image002.jpg
(I had no subdirectory 18). This web page was checked. When I unchecked this box,
my text box turned transparent. I deleted this web page from the list with no apparent
ill effect.
