That is certainly somtehing to check.
However, a warning about disabling stuff using msconfig.
I had an XP PC that was running so... slow .... it would take over a minute to list
the contents of the Windows folder in explorer. I tried any number of things, including
disabling stuff in msconfig.
I must have disabled one thing too many, as the next boot the OS said it needed activation.
So I activated it. (or so I thought, as the process reported that it was successful).
I ended up with a PC that permanently had a new graphic image on the Welcome screen
saying that it was out of the grace period, and it would request activation on every
boot.
Nothing I could do would fix this, (not even a system restore to a point BEFORE),
so I installed XP afresh, and the PC then "went like a bought one"...
So beware getting too keen with msconfig....
