First off, make sure the pc's are actually connected -- try to see a shared file.

If not, you probably have an internet protocol configuration (IPCONFIG) problem. 
Try these two commands from the command prompt (both machines):

ipconfig /release
ipconfig /renew

If that works, you probably need to adjust the DHCP (Dynamic Host Configuration Protocol) 
settings.

Search using "IPCONFIG troubleshooting" and/or "DHCP troubleshooting" for more information. 
The router documentation (how ip addresses are assigned) should also be consulted.
