Look for the file F:\WINDOWS\system32\cacls.exe = 18,432 bytes. Add it, if needed 
and try again. If it is there, try setting permissions from the command prompt. I 
suggest playing with "dummy" files/folders first. If you look at the link, note that 
CACLS has a typo.

help = CACLS /?
probable syntax = CACLS filename /P user:perm

From link --> "An equivalent method is to open a command prompt, navigate to the 
file or folder, and use the "calcs" command-line tool to manipulate permissions.
