Double down arrow on start menu!

Why isn't there a setting to just show all the programs when I click on "All programs." Occasionally, when I reload XP for a machine that has had a virus, the user gets an abbreviated programs listing with double "v" at the bottom that the user must click on to see the rest of their apps. I have yet to meet any one who finds this useful. Is there fix or is this just another undocumented "feature" the Billy's boobs have forced on us?
