If using Internet Explorer, then it has a bug where it can do what you mentioned. There is a registry setting that can be changed, but if you are a novice, I would just live with it.

You could also switch to Firefox, it gives more control on Saving Downloads. Just a simple setting in the tools to change destination folder.
