I take it you mean that downloads dont finish and that when you copy programs from a CD they dont finish copying either ? Is it with all programs ? Has it always happened or only recently ? Have you made any changes to your system before it stoped downloading / copying properly ? Does your computer have any other problems ? What security system / firewall have you got ? What exactly happens ? Do you get any notifications ? Is it with all programs ? Have you run a malware scan ? Does it happen with opther downloads besides when downloading programs ?
