It sounds like you've picked up a Virus/trojan or other malware.
See this link for steps to a CLEAN install of XP.

What you performed sounds like an Over the Top install that was not SP2. Either way
you've lost all your Updates since SP2.
If you do have Malware and now a corrupted XP, a CLEAN install is probably your
best bet. The formatting process will eliminate any Malware.
