Event ID 27 - Outlook

Hi all,
Getting an Event ID 27 in the application logs in regards to Outlook. "The operation
failed".
No mention of the OAB, but when I try and run a manual download, it fails.
Any ideas? I've tried a new profile, re-install of Office...
Messages just get stuck in the Outbox.
