Missing Power Management Tabs For USB HID Mouse / Keyboard

I have a relatively new Intel DG965WH board with the 965 Express Chipset. I'm running
Windows XP Professional, fully legitimate. The BIOS was flashed to the very latest
version today. I also have all Microsoft Updates installed including SP3... literally
everything. All of the motherboard drivers were updated along with the BIOS. I've
tried every setting possible. I ran Dumppo.exe to change the minimum standby state
to S3. Changing the minimum standby state to S3 allows me to get a super low-power
(save to memory) standby mode where all the CPU fans shut off.

Here is the problem... No matter what I do I can't make the "Power Management" tab
appear for my Logitech USB wireless keyboard and mouse under the hardware settings.
In other words I can't tell windows that I want to allow the keyboard and mouse
to wake the system from standby because the power management tab for both devices
just doesn't exist. The result is that when my system goes into S3 standby I have
to wake it by pressing the power button on the tower. Wiggling the mouse or pressing
a key doesn't work.

My other much older P4 desktop running a virtually identical keyboard and mouse combo
displays the "power management" tab for the keyboard and mouse with no problem.
S3 works just fine and my keyboard and mouse on that computer wake it up without
a problem.

Why would the "power management" tab be missing for my HID USB keyboard and mouse
on a brand new (year old) desktop computer?? Is there a registry tweak of some sort
that will make this tab appear??

I've read all the posts on standby problems and various power states, so on and so
forth. I can't find any answer to this question. I just want to reiterate that
I have all the latest drivers, bios and updates installed. Updating or changing
drivers doesn't fix the problem.
