Ok I got the problem solved by following a Microsoft Knowledge Base registry edit.

I simply opened the registry and navigated to HKLM>SYSTEM>CurrentControlSet>Services. 
 Under Services I added a new key called "usb".  In the "usb" key I added a REG_DWORD 
called "USBBIOSx" with a value of "0x00000000".  I also added the REG_DWORD "USBBIOSx" 
= "0x00000000" to any other keys that started with the letters "usb" in the Services 
key.

After restarting the computer, the power management tabs appeared for both the keyboard 
and mouse.  I was able to enable both the keyboard and mouse to wake the system from 
standby.  

By using dumppo.exe and the registry mod described above, I've successfully gotten 
S3 (save to memory) standby to work with no fans running and my USB mouse and keyboard 
are able to wake the system up reliably.
