The key to getting IT to be more cooperative, is to get your management chain to
understand the importance of this to performing your job. There is a high enough
level of management that doesn't like to be bothered by such trivial issues, and
the last thing they want is for departments to not work together cooperatively. I
replaced such an IT manager myself. I may not have been as knowledgeable as he, but
I removed the bureaucratic barriers. Those in the IT department that didn't like
the new cooperation soon left, and progress flourished.
