This is Microsoft's remedy. http://support.microsoft.com/kb/812340

However chances are the file has been corrupted Malware. I would suggest running 
the typical Malware arsenal to start...if you can install programs. 

Ccleaner
Malwarebytes
Superantispyware
all can be downloaded from majorgeeks.com
An online virus scan from BitDefender wouldn't hurt either.

If you still have the issue after completion of the scans or if you receive the error 
when you install programs..replace the file using instructions in the link above.
