Opening up multiple instances of IE will indeed produce the same number of instances 
that show up in the Task Manager. But with IE 7 or 8, there should be no reason to 
open more than one, since M$ wised up and copied Mozilla's innovative idea to use 
tabs.

One should expect for the cpu usage to spike whenever a new program is started, same 
when you go to a new page, but if you have enough cpu speed, memory, and bandwidth, 
it should settle back down quickly.

Many Norton products are resource hogs, and can bring a system to its "knees." Most 
of the regulars here avoid anything produced by Symantec. However one of the real 
experts here has recently stated that the Norton 2009 version does not suffer the 
problems of previous versions.
