A simple process fixes it. Right click on the task bar and select properties. Uncheck "Keep the task bar on top of other windows". Click apply. Now mouse of your clock and you should see the date. Back on the properties window, recheck (if you prefer) the "Keep the task bar on top of other windows" option and click OK. If you mouseover the clock you'll notice the date is still visible. It's just an order thing with XP.
