Internet Explorer desktop shortcuts (on double-tap)

I'm using a laptop, a Dell Latitude E6400 (well, I'm not using it now to post this) with WinXP Pro and Internet Explorer (either IE7 or 8; I can't tell because of this issue). Whenever I double-tap on the touch-pad, or double-click the buttons below the touch-pad, on the IE icon (or in the Start menu, or even on Windows/Microsoft update in the Start menu) nothing happens and a "Shortcut to IE" appears on the desktop. Double-clicking/tapping on anything else (ex: Outlook) will open the program as normal, whether from the desktop or Start menu. It only happens with Internet Explorer. Has anyone encountered this before? I checked the mouse settings but since it exclusively happens with IE I wouldn't think it has to do with that. At the moment I'm baffled. If there's a link to a solution somewhere I missed in searching please let me know.
