Please tell us more about the new cable modem, how it is connected; why you need 
to have an external ethernet card and how THAT is connected.
After all the obvious possibilities have been dismissed, maybe the problem lies there.

Then, open the Task manager and observe if you have excessive disk usage or CPU usage 
while you wait for Windows Explorer to do it's job.
Does the problem behaviour change, when you are not connected to the Internet?
