Yes, I've seen this problem before, no, I don't remember the cause or the solution, 
but it's not the mouse settings.

I think in my case I just recreated the shortcuts. You can try this by finding 'iexplore.exe' 
on your computer, right-clicking on it and selecting 'Create Shortcut' from the context 
menu, and then put that shortcut on your Desktop (Start Menu, Quick Launch, whatever). 

You can always launch IE manually (even after it's been "uninstalled") by going to 
start->run and typing 'iexplore'. If that doesn't work, then something else is going 
on (botched update, malicious code, etc.).

I'm presuming you've already checked for malware. I don't think that's what's going 
on here, but I've learned to never rule it out.
