I found this beep only happens when Control Panel -> System Sounds -> Sounds is set
to "None".
Try this:
Start -> Programs -> Accessories -> Entertainment -> Sound Recorder.
Don't hit record. Just press SAVE. Name it something like "none.wav".
Set the Default Beep sound to your saved none.wav.
Silence.
