It's how the file systems are designed. If/when they decide to design a whole new
FS that has more flexibility built in, then maybe you will be able to.
Think of it this way. You have a file cabinet with 100 folders in it. Each folder
has 100 pieces of paper in it (the files). You keep the folders with catagory names
on them but you don't put a description of what each piece of paper (file) is on
the folder, or if there are any other folders within the main folder a description
of them too. It's more work and more data that has to be written and maintained by
the operating system.
If you have ever noticed, that if you change the information in the tag of an MP3
file, the whole file is rewritten with the new tag info. Currently the same thing
would have to happen if the same option was available for folders, unless there is
a certian amount of space (it could be a little or a lot) dedicted to a "descrition
or info area". That could potentially use up a lot of HDD space, which may not contain
much if anything and just waste your HDD space.
Now try rewriting a large folder and potentially all of it's files when a description
or tag area is changed, and you won't get any work done. Rewriting the MP3 file
or files (if making a change globally) takes place behind the scenes and depending
on the speed of your hardware, you may not notice it, but you may/will notice HDD
activity so that's what's going on.
