I HAD THE EXACT SAME ISSUE AND RESOLVED BY GOING TO INTERNET EXPLORER OPTIONS > PRIVACY
> SET THIS TO LOW.
Accepting all cookies can be dangerous, but medium or higher brings up that memory
could not be "written" error.
It never came back after I changed this to low.
