WER folders in Local Settings

I have rather large folders named WER. in my Documents and Settings -> User ->Local Settings -> Temp folder. The folders contain files called avcenter.exe hdmp and avcenter.exe.mdmp. av center obviously refers to my antivirus avira programme. 1. Can I safely remove these folders? 2. Do I simply delete them by right clicking and 'delete'? 3. academic question: why does windows retain these folders if they are useles? thanks
