Yes anything in your Temp folders can be deleted. You may find some files are in 
use by apps that are running so you won't be able to delete those.

An excellent app for cleaning up your computer is CCleaner 
and while you are there I would recommend you download Defraggler and Recuva. These 
are all excellent free apps.
