press start, open control panel, click administrative tools, click services, find help and support and make sure that startup type is set to automatic. Do this by right clicking in the "startup type" column on the help and support row, select properties and set to automatic. If this will not work you could have malware. you can check malwarebytes here http://www.malwarebytes.org/ there free program works good.
