Issues with USB PCI card

I am having issues with 5 Port USB 2.0 High Speed PCI Card using a VIA VT6212L chipset. I installed it and it booted up fine, loaded the software via windows wizard and worked. I checked the system hardware for any issues and found the confliction so used the software provided and that cleared it. Booted up the following morning and it hangs as it boots saying that no mouse or keyboard are detected. So I slot them into a small USB hub and put that in a spare port an it boots up, and the speakers sound, these are also plugged into the PCI card. That is what strikes me as odd, the speakers work. I can move the mouse and keyboard over after I have booted and they work, obviously as this how I am posting. I have tried it in another slot and that didn't help. I am struggling as to what is causing this.
