May want to post on tomshardware.com, but if you have tested with only monitor, mouse, 
keyboard and HDD connected (or just a floppy and a DOS bootdisk, no HDD) and the 
results are the same, odds are the motherboard, or a componant on the board (like 
an add on card) is failing. (remove any cards or peripherals on or connected to the 
motherboard not needed to boot)

Voltage readings are allowed +/- 10% max deviation, I like to see +/- 5% or less 
myself on an external voltmeter..  I have never put much stock in the motherboard 
readings.  Identical motherboards will all have different readings due to the varying 
quality of the electronic componants, even on the same PSU..
