This isn't MS-DOS - its the Windows Command interpreter. Google rapidly finds all the commands and their syntax for XP eg http://ss64.com/nt/ Its possible that you need setx rather than set, but in truth I think you need to call something with command=toggledesktop in a .scf file. Just musing from ancient memories - hope this sets you on the right track :-)
