Not sure if this will help but worth a try.
Right click on the Start button and select Properties. On the Start Menu Tab click
the Customize button. Then click on the Advanced Tab and make sure Open Submenus
When I Pause On Them With My Mouse has a check by it. Then hit OK twice to exit.
