How do i create a sound file to designate for a program event?

How do i create a sound file to designate for a program event? such as when windows logs on or you terminate a program , say for a joke or something i can't figure out how to create my own sound file in the folder that it searches in, i really just need to know how to create a sound file that it can read, its just for a joke but still would like to learn
