Are you speaking of the converting software or hardware? If software, that will
have nothing to do with putting out a signal to your TV. If converting hardware,
it is usually for signal inputs. Only the more expensive hardware will also provide
a video output to external video equipment. For the TV output on your computer,
you need to follow the directions by the computer hardware manufacturer, or the video
graphics card manufacturer. Generally they will have those directions on their websites.

Basically you need the proper cable from the card to the same type of TV inputs (if
it has one). Have the TV on when you start the computer or you must select the output
from the video adaptor's driver menu and adjust the settings as per the manufacturers
instructions for your computer/video adaptor. From there is depends on your hardware
as to what you need to do.

You will get better help on the forum for your hardware, or a forum on tomshardware.com
than here, as this forum is for Windows issues rather than hardware (since there
are different issues and operating instructions for each of the manufacturers)
