Finally! Someone in this thread identifies the actual executable file. :)
In my case, the file was simply missing--no wonder I could not use the control panel
"Sounds and Audio devices--Place Volume Control on Taskbar." (I kept getting a "the
volume program is not installed" message but I did not know the name of the program
that needed to be installed.)
The following Microsoft link explains the necessary steps to restore the program
to the System32 folder:

Once I expanded the file from the i386 folder, I was able to click the option to
display in the task bar from the Control Panel "Sounds and Audio Devices" selection.
Now the mystery is *why* did that program just disappear in the first place? Did
Spybot or some other malware detection engine think it was malware and whack it?
