You need to buy a copy of XP and reinstall or possibly reformat.

I would imagine since the computer was neglected, it also built up a substantial
amount of Malware. Which could be causing your 'file protection issues'. Or possibly
the numerous restarts due to overheating caused the OS corruption.
Hard to tell..You should probably just buy a disc and start fresh and hope no hardware
was damaged from the overheating.
