User Account dilemma (run as administrator)

under user account, there is only one user which is me and it has "Administrator"
under it so i assume it is administrator which can do everything.
When i run CCleaner, it analyzes the System Temporary Files to be removed but when
i run the cleaner, none of it gets removed.. so i went to "Run as" and i see that
it's running as JC1\JC\ (running as user?). i go to Administrator but i cannot run
it as administrator.. mostlikely because administrator does not have a password set
on it
to make everything simple, how can i make it so that my account (JC1) can run anytihng,
make any changes on the computer with any privilege locks? the user account claims
that my account is Administrator yet i am locked to do such thigns as delete temporary
files from System in CCleaner...
in my windows 7 & vista laptop, it seems i am capable of deleting those files but
idk why on the XP machine
