Toggle Keys wont work

Hello all, I am using a netbook with a small keyboard, and I keep hitting the caplock by accident. I turned on the Toggle Keys in control pannel, but it still doesn't play a sound. It is an Asus netbook if that matters. All of my other system sounds works. Does anybody know of a fix or an external program to fix this. I wish that in order to make caplock turn on, I should have to hold it down for a few seconds, but haven't found a program that does that. Thanks
