Pressing the Win key alone should open the start menu; that
is normal behaviour. However, most of the time it is used in
combination with some other key as a shortcut to an 
operation, as in Win->D to toggle between the desktop and
open applications. 

If the taskbar is hidden, you need to drag it into sight 
with the mouse. Alternatively set it to auto-hide. It will
then reappear whenever the mouse cursor is moved to the
bottom of the screen.
