I have the Start Bar set with both Auto-hide and Keep on top OFF. I used the Windows 
Key alone.

When I press the Windows Key (alone) the Start Bar, normally hidden by other windows, 
appears.  That is as it is supposed to work and what I want.

What I don't want is that the mouse cursor jumps to the Start Bar. I can find no 
documentation of this. I was asking why.
