For some, maybe all, the  only way is to turn off the Windows File Protection System. 
You can easily find out how to do this with a Google search... HOWEVER you must understand 
the risks involved. If you don't have a "bullet proof" backup and restore plan (System 
Restore is not even close to that) then it's only a matter of time before you will 
be re-installing. I disabled FPS probably about 6 years ago, and have deleted some, 
but not all of those. I occasionally use some of them. The biggest advantage of turning 
this overly protective scheme off is that you can delete nearly all of the redundant 
dllcache folder which "wastes" about 0.5GB of disk space.
