The solution for me was an adaptation of Method 4 listed at
http://support.microsoft.com/kb/555175
Method 4 says:
1. Go to "Start" -> "Run", type "services.msc" and press Enter.
2. Double-click on "Windows Installer".
3. Check the value in the "Startup type:" field.
It was set for "Manual". I clicked on Manual and changed it in the dropdown box
to "Disabled". Be sure to keep these instructions handy because you may need to reset
it to "Automatic" or "Manual" in order for Windows Update installations to be successful
instead of failing.
FYI, I was having the Windows Installer problem because I am using Office 2003
Pro and do not need or want to upgrade to Office 2007.
