I have a question about How do I know if I can delete a specific file?:

An .exe file was put onto my computer by an outside source through the internet, and now i can't delete it because it says it's being used by another program or person. I have tried editing and deleting in dos, it says that it's a read-only file and can't be edited. I need to get this off my computer because i believe it's allowing others to access it.
