Question about 'When I choose ''Shut Down'' from the Start Menu, my computer restarts instead of shutting down'

I am experiencing this problem. My computer restarts
instead of turning off when I select 'shut down'. I want to achieve a result
where my computer powers off by itself. No 'safe to shut down' message.<br>
My set up is as follows:
Pentium II 400, Asus P2B-LS mother board (latest bios revision), Windows XP Pro.
APM was not enabled automatically by Windows installation. I enabled it
manually.
These are the troubleshooting steps I have taken:
1. Disable reboot on error; So I can see if there is a BSOD (stop error) b4 it
reboots
I receive no BSOD, it just restarts
2. Disable APM.
Displays 'safe to shut down' message
at shut down
3. Disable power management in BIOS while enabling APM in Windows
Restarts instead of shutting down
4. Enable power management in BIOS while disabling APM in Windows
Displays 'safe to shut down' message
at shut down
That's as far as I have gotten. Without error messages I have no idea how to
isolate the problem. Bear in mind that this is all being tried after a clean
install using only default Windows drivers, so it is not because of non WDM
drivers.
I do not have Roxio Easy CD Creator 5.
Any ideas on the next step?
