Question about 'How do I stop a program from running whenever I start Windows?'

A local government official has Windows XP installed on his IBM-PC clone. He is mildly frustrated because it keeps on wanting to connect to the Internet every time he starts up his machine. How does he disable this "auto connect" feature? Your help and email appreciated. Joe kd5czm1@iWon.com
