Question about 'Force Windows to Remember Window Positions'

I have a question about Force Windows to Remember Window Positions:

Nice trick with the ctrl key, but Windows ALL VERSIONS is notoriously evil when it comes to window positioning. Just when I set ALL of my window positions the way I want it, BAM, it's like windows realizes this and then forgets them all. So, foolishly, I try again and they hold until I do something else in the OS, like open another program window or windows explorer, and then BAM, it forgets the settings. Why would MS design such a chaotic and unreliable way to do this? Is this the new XPerience? It's the same old nonsense with a prettier GUI.
