Fans still running in standby mode

When I was using Win2000, standby worked fine. Now I've upgraded to XP, and the fans 
still run while I'm in standby. I've examined all the "Power Management" tabs and 
disabled all the checkboxes labeled "Allow this device to bring the computer out 
of standby".

Any ideas about what other settings to adjust, or how to diagnose which device is 
keeping the system from shutting down completely?

Hardware: Dell Workstation 330, nvidia GeForce 2, USB keyboard and mouse.
Software: Win XP, upgraded from Win2000
