Question about 'Prevent Programs From Changing Your File Types'

I have a question about Prevent Programs From Changing Your File Types:

I never had a problem changing file associations by following commonly recommended instructions until Internet Explorer started taking file association control in Windows XP. I've tried going into 'folder options' and changing program control for selected file extensions with no result. The 'apply' button there was grayed out, also. I've tried doing what I always have in these situations, right click and then 'open with', but that option is no longer avaliable when I right click on the file. What more can I do? Anyone have recommendations that do not require going into the registry or reinstalling Windows?
