Question about 'Special folders no longer work like they should'

I have a question about Special Folders not working:

I had to reinstall windows and when I did I had two folders that were tagged as private previously and now, I can't access the files I just keep getting an error that says file in use or you don't have proper permissions to access file. What do I do? Is it another registry problem? Somebody help me. There is like 8 gigs of files I can't access.
