Question about 'Force Outlook XP to allow EXE file attachments'

I have a question about Force Outlook XP to allow EXE file attachments:

What if is that link is not there? When I go into the 10.0 catagory, Outlook is not there. It is in the Software directory, but then SECURITY is not there. Any idea ? Thanks.
